The Ottomans.... meeh, 50% of their GDP went to military expences, and still they couldn't get past Rumania and Bulgaria... looks like they began to slack it off after taking over Balkan, btw the reason for loosing the battle of Vienna is cuz it was rainy, and the mudroads was too soft to transport the monster bombars, it is stated that if they had transported them with success, the battle of Vienna would have been won by the Ottomans...
